KOAPA was established in the year 1982 and it was founded by Mr. Peter Prabhu of Skyline Constructions, Mr. K.K. Malpani of Bharat Chemicals and Mr. H.M. Ananthram of Dwarkanath & Ananthram Associates. This Association was formed to solve the Common problems faced by the public and the builders like the Building bye laws, ULCRA act, taxation etc.

Democratic elections are held once in two years where nominations have to be filed by the members who intend to stand to hold the post. There are about 100 members who elect the governing body, Secretaries, Vice president and the President.

Any builder, who wants to become a member, should forward his Application to the Chairman of the Selection Committee Board. In turn the Committee looks into his Application, past performance, Reputation, quality, dedication etc. Only Builders can become members and land developers are not allowed.

There are six committees, which meet every month to discuss various Problems pertaining to the industry and in general. They are:
     - Stamp duty and works contract activities Committee.
     - Building byelaws, urban land ceiling and general housing matters Committee.
     - KEB, BWSSB &fire force Committee.
     - Membership Development code of ethics Association by law Committee.
     - Consumer Form, Rent Control and Society's Act Committee.
     - Public Relation and news related Committee.

KOAPA Publishes a monthly in-house news Letter 'MICASO'. The main aim of KOAPA is to ensure a proper code of conduct among the Builder members, to be Ethical, to ensure buildings are constructed according to the Bye Laws, to do Business not at the cost of a Common buyer and to fight against the various Issues on taxes.
